communicating with officials by writing. he is unable to speak because of a throat injury. susan mcginnis now joins us live from boston where investigators have plenty of questions for that young suspect and she has more now. susan, good morning. >> reporter: frank and michelle, good morning. dzhokhar tsarnaev hasn't been able to talk but he is communicating with investigators and they have a lot of questions for him. meanwhile today in boston, people are trying to get back to normal to their routine as a new workweek starts. boylston street is getting ready to reopen. 19-year-old dzhokhar tsarnaev is reportedly awake and responding to investigators' question. sources tell us he is writing out his answers because of a gunshot wound in his throat that has left him unable to speak. a special interrogation team from the fbi will handle the questioning. >> how did they plan this, what was the motive, did they have help and are there others out there? >> reporter: it appears johar as his older brother tamerlan were prepared to set off more bombs when police caught up with them early friday morning.

>> they were going to attack other individuals. that's my belief at this point in time. >> reporter: tamerlan was killed during a shootout with police. jahar escaped but was caught friday night hiding in a boat. charges against him could be filed as early as today. the city of boston will take time to mark the one-week anniversary of the marathon bombings. at 2:50 this after city will observe a moment of silence followed by bell ringing throughout the state. there will also be a private funeral for krystle cambell today. there was a public wake in her hometown of medford sunday. hundreds paid respects to the 29-year-old who friends and family said was always smiling. >> she never let anything bother her just loved life and a genuine great person. >> reporter: tonight, there will be a memorial service tonight for lu lingzi the bu grad student killed in the blasts. susan mcginnis, cbs 2 news.

now, the "l.a. times" is reporting that the mother of the two suspects says both parents will travel to the u.s. to clear their sons' names. >> susan, i understand one of the suspects tamerlan the one who died, he actually was interviewed by the fbi a couple of years ago and now the fbi didn't -- they didn't do anything and they are catching ak for that. what's theatest on at? >> reporter: there's a lot of question about the fbi's actions after that interview and since that interview and the question is, and it's coming from capitol hill, as well, several senators want to know, why did the fbi not take this further? of course, the found no terror activity -- the fbi found no terror activity and let it go. could this have been stopped? the fbi wants to question tamerlan's wife, who is now in rhode island. they are going through his lawyer trying to get information from her. >> susan mcginnis live in

apartments. no word on why that shooting occurred up in seattle expect delays if you are planning on flying anywhere today. air traffic controllers are now being furloughed due to the federal spending cuts. kpix 5 reporter elissa harrington is at sfo to tell us how these furloughs could impact all of our bay area airports. good morning. >> reporter: good rning, frank. not the news that flyers want to hear. these furloughs uld impact delays at airports and we're talking about delays ranging from 10 minutes to an hour that is because there are fewer air traffic controllers on the job this morning. the faa called for two furlough days for every two-week period to cut more than $600 million from the budget. airlines filed a lawsuit on friday to stop the furlough of air traffic controllers saying the cuts will result in delays up to an hour at major airports and hubs throughout the country. travel industry analysts say

what's happening is political gamesmanship. >> the faa was shut down a few years ago. flights weren't affected. it seems to me like there is a request or directive out there to take steps so passengers will be inconvenienced and they will call their elected officials to get them to take action. >> reporter: now let's see what's happeninat airports around the this is live picture of mineta san jose international airport. i found three delays there this morning. the longest, 30 minutes. only a couple of 10-minute delays in oakland. and a few delays here at sfo, as well. now, even if sfo avoids furloughs, passengers could still feel the pinch because of the domino effect from delays at connecting airports. and speaking about those delays i found this morning, it's unclear the cause of those delays. >> it's not the weather at least here in the bay area

most areas of the county. kpix 5 reporter cate caugiran is in menlo park this morning with details on how that ban works. good morning. >> reporter: good morning, michelle. we would like to mention that this ban starts off on earth day. so it's an appropriate move for san mateo county especially here in menlo park, where city leaders say people 7 million plastic bags each year. starting today stores in a dozen cities including some unincorporated areas of san mateo county will no longer offer the options of paper or plastic. the board of supervisors approved the plastic bag ban back in october. shoppers are now encouraged to bring in those reusable bags or pay 10 cents fee per paper bag. the bag ban was as a result of reports documenting the negative impact of plastic bags and what they have on our environment and wildlife. the ban will apply in all county retail outlets, including grocery stores, convenience stores and pharmacies as well as other

addresses. major airports across the country have few air traffic controllers on duty today. those positions are being furloughed due to federal spending cuts. kpix 5 reporter elissa harrington is live at sfo this morning with what that means for bay area travelers. good morning, elissa. >> reporter: good morning. well, if you are flying today, ep ey flig status delays are expected at airports across the united states because of furloughs of air traffic controllers. the furloughs actually started yesterday but because sunday is a lighter travel day, flights were smooth for the most part. at l.a.x. though some flight delays averaged more than 3 hours and 70 flights there were delayed more than an hour. starting today travelers can expect wait times ranging from 10 minutes to an hour. the worst delays are expected at major hubs like atlanta, o'hare and laguardia. the faa will cut more than $600 million from its budget by ordering furlough days for air traffic controllers and even if sfo flight control, escape

those furloughs, bay area travelers could still feel the pinch. >> because other airports such as atlanta, dallas/fort worth, chicago, new york and washington will be affected. so the big hubs are going to be affected. and if they cough, we catch cold. >> reporter: i checked the departure status at all three bay area airports. let's start with san jose. you're looking at a live picture right now. i found 3 delays the longest 30 minutes. in oakland, 21 minor delays most just five minutes the longest 15. at sfo, several delays most between 5 to 10 minutes. a couple of those 45 minutes and one delayed for more than an hour. it's unclear if the delays are related to furloughs or something else. it is a beautiful day so it's not related to weather. but i have been told that bad weather could make these delays even worse. live at sfo, elissa harrington,

members of the budget sub committee hauled mr. clanon again the executive director in front last week and had some choice things to say about the fact that, if we can't change the culture at the puc maybe what needs to be changed is the leadership. >> how can you look at this work, this internal report, and say that there's been progress? i look at it, i don't see one eye oat that of evidence of any progress on safety. i look at this and i see abject failure in the movement to change the safety culture. >> i candidly have come to the point where i believe it is time for to us have significant change in the leadership of the public utilities commission. >> the question that you should be asking yourself as you look in the mirror is, uhm, are you the right person to lead this organization? and i think it's a fair question. >> reporter: now, sacramento is not sesame street but those are pretty strong words even for the legislature.

so it's harsh. >> they are strong words. how do these people get removed? >> reporter: that's up to governor brown. he appointed mr. peevey and his appointees at the commission appointed mr. clanon. it's up to him. he has been quiet so far. this is the budget subcommittee that can make life difficult for the puc even without removing their leader ship. >> is peevey going to show up? >> reporter: it's not clear whether he will show up this thursday to defend his job at the puc. jerry hill has called on the puc president to show up and and basically justify his continued appointment as president and we're not sure if he will be there or not. >> we'll see what happens. >> thank you. remember, you can find more of melissa's segments on our website, kpix.com/mornings. a lot is riding on apple's earnings report that is expected tomorrow. they have had a tough couple of weeks. kcbs radio's financial reporter jason brooks reports.

>> reporter: it seems like it's been a long time now since apple stock was above $700, back in september when they had a streak. it's been struggling and fell below $400 last week for the first time since december 2011. the company reports its fiscal 2nd quarter earnings after the closing bell tomorrow. it's expected to report an 18% drop in profits from a year earlier which would be the first year-over-year drop in profit since 2003. lots of worries that iphoneand ipad sales are much weaker as a lot of consumers hold off the next product refresh from apple and a lot will be riding on that. and for the stock tomorrow. the one good thing is with so many analyst downgrades, any good news from apple could turn it around tomorrow. ebay is trying to leverage its user base in a vote in congress. the company started sending emails to its 40 million usingers this weekend trying to get them to convince their representatives to vote against

probably 15 to 20 minutes to get you on the bay bridge. let's go towards the dublin interchange. westbound 580 it's been a busy commute out of e thaltamont pass. we had an early-morning fender- bender in livermore. even when there's a minor crash like that, it tends to back up traffic for a while so the drive time is more than a half hour. this is westbound 92. eastbound looks okay heading towards the livermore valley. other traffic cameras a live look at the nimitz, 880 in oakland. a new crash reported southbound 880 farther south of the camera actually approaching the "a" street exit. so let's go to the maps. we'll show you some of the other different fender-benders. this is that one just cleared. northbound 101 approaching cesar chavez north of the 280 interchange. anyway it is starting to back up now it looks like towards candlestick. that is a check of your "timesaver traffic." back to you. >> thank you. and doctors are warning teenagers to stay away om the

so do something nice for it. chevron with techron. care for your car. in boston this afternoon, there will be a moment of silence to honor the boston marathon bombings victims a week after the explosions. this is a memorial for the victims near the explosion site and investigators are questioning the 19-year-old suspect who was caught friday. he is writing his responses down because he was shot in the throat and cannot speak. major airports across the country have started furloughing air traffic controllers. the cutbacks are due to federal spending cuts. airports like l.a.x. and chicago's o'hare could see delays as little as 10 minutes to more than an hour. no furloughs at sfo, but the airport could feel the pinch from backups at some of the other airports. starting today, retail stores in much of san mateo county can no longer give single use plastic shopping bags to their customers. the bag ordinance is aimed at encouraging customers to bring
